Instructions

  1. Preheat your oven to 375°F (190°C) and grease a muffin tin or line it with paper liners.
  2. In a large bowl, whisk together the flour, granulated sugar, brown sugar, baking powder, baking soda, cinnamon, and nutmeg.
  3. In another bowl, mix the pumpkin puree, eggs, vegetable oil, and milk until smooth. Gently fold this into the dry ingredients until just combined.
  4. For the streusel topping, combine flour and brown sugar in a separate bowl; cut in cold butter until crumbly.
  5. Fill muffin tins about two-thirds full with batter and sprinkle with streusel topping.
